PRESS IN MEXICO DOCILE ON REVOLT

It had all the makings of perfect television: hooded rebels, thin-lipped government negotiators, a brooding cathedral and a fragile chance for peace. But when negotiators met this week to try to end the uprising in the state of Chiapas, Mexico's dominant television network was not there. In a communique delivered as the talks were being planned, a rebel leader, Subcommander Marcos, declared that the network, Televisa, would not be allowed to attend because it "has no need to look for news since it just invents it." The rebels made a point of inviting CNN, however.

Unity '94, scheduled to begin on July 27 in Atlanta, was supposed to recognize the coming of age of minority journalists. Chinese Take Journalists on Guided Tour of Prison

As China comes under growing pressure over its treatment of prisoners, five American journalists were taken on a tour of a nearly deserted penal colony in a Government attempt to demonstrate greater openness about human rights at such places. The focus of the visit on Friday, to the Lingyuan No. 2 labor reform camp in the mountains 200 miles northeast of Beijing, was Liu Gang, a 33-year-old democracy campaigner who helped organize the Tiananmen Square protests of 1989 and who has accused the prison authorities of torture.

Drilling-Rig Count Falls

The number of active United States oil and natural gas drilling rigs continued its two-month slide last week, according to Baker Hughes Inc. The oil service company's count of active rigs, an indicator of oil and natural gas exploration, declined 4, to 743, in the week that ended Friday. Despite the decline, the total was 19.8 percent above the corresponding week a year earlier, when 620 rigs were drilling. The higher year-over-year total reflects increased natural gas exploration.

National Westminster Bancorp plans to open a $31 million service center in Scranton, Pa., that could employ up to 1,500 people by 1995. At the same time, the bank holding company will eliminate 275 positions in its consumer and indirect lending operations. These jobs will be transferred to the Dallas-based Electronic Data Systems Corporation, a unit of the General Motors Corporation, as part of a computer services agreement. The service center in Scranton will consolidate 1,300 back-office jobs from several NatWest operations in the New York area.

Pension Plan May Be Ended

The Allis-Chalmers Corporation said last week that it would probably terminate its underfinanced pension plan and might consider filing for bankruptcy protection from its creditors if it could not reach a compromise with the Pension Benefit Guaranty Corporation. The machine servicing company said its consolidated pension was underfinanced by about $9 million, out of its total pension liabilities of $258 million as of Dec. 31.

Chevron Chief's Pay Surges

The chief executive of the Chevron Corporation, Kenneth T. Derr, received more than $2.77 million in salary and bonuses last year as his total cash compensation rose 45.5 percent from 1992, according to the oil company's proxy statement. Mr. Derr, who is also Chevron's chairman, received $2.77 million in total cash compensation and 46,800 options to acquire Chevron stock in 2003 at $87.75 each, according to the proxy for the company's annual meeting on May 3.
