A Turk is serving a life sentence for the attempt and has repeatedly asserted he acted alone. (Page A1, Column 5.) Pravda carried a detailed rebuttal to President Reagan's arguments for deploying the MX intercontinental missile, charging that the plan would violate the Soviet-American accords limiting strategic arms. International The Israeli commission of inquiry on the massacre of Palestinian civilians in Beirut notified Prime Minister Menachem Begin and eight other top officials that there was a possibility they might be harmed by its findings. The panel said Mr. Begin and Defense Minister Ariel Sharon might be found to have failed in their duties by ignoring the dangers of asking Lebanese Christian militiamen to go into the Palestinian refugee camps and, in the cases of some of the other officials, by neglecting to report or act quickly to halt the killings. (Page A1, Column 4.) Foreign Miniser Yitzhak Shamir testified it was not true that a fellow Israeli Cabinet member told him Sept. 17 that Lebanese Christian militiamen were killing Palestinian civilians in Beirut. In a 40-minute appearance before the Israeli judicial commission investigating Israeli involvement in the killings, Mr. Shamir denied testimony given by Communications Minister Mordechai Zipori. AWARD TURNS UP 'JOURNALISTIC MISDEMEANOR'

Several passages from a prize-winning sports article in The Miami News were copied without attribution from a book on the same subject, according to a report in this month's issue of the journal of the American Society of Newspaper Editors. The Miami reporter, Tom Archdeacon, 32 years old, won the society's 1982 Distinguished Writing Award in the sports category for a series of articles, one of them about a stock-car racer. In his research, Mr. Archdeacon said later, he read a book on the subject by Jerry Bledsoe, a columnist in Greensboro, N.C., for The Daily News and The Greensboro Record, and he copied some passages to check against his own observations. He said that when he wrote the article some days later he accidentally mixed a few of Mr. Bledsoe's phrases, about 100 words in all, with his own in the 1,000-word article.

Ian Smith Queried in Harare

Ian D. Smith, former Prime Minister of Rhodesia and leader of the Republican Front Party, said today that he was questioned by the Harare police for six hours Tuesday night. Mr. Smith said the incident was part of a Government plan to get rid of his party. ''It is a monstrous situation,'' he said. The national news agency reported that Mr. Smith and 15 other whites, including two members of Parliament, were questioned in connection with the holding of an illegal meeting.

Third Suspect Arrested In Kidnapping of Doctor

Chicago Tylenol Ban Lifted

Mayor Jane M. Byrne today lifted the ban on the sale of all Tylenol products that she imposed citywide after seven persons in the Chicago area died two months ago from cyanidefilled capsules of the pain remedy. At a news conference, the Mayor said that new triple-sealed bottles of Tylenol would be on store shelves in about two weeks. The pills, manufactured by the McNeil Consumer Products Company, are protected by a glue flap on the box, a red plastic wrap around the bottle's neck and foil across the top of the bottle.

Japanese Smuggling Network Said to Be Spreading to Coast

A Japanese organized crime network may be establishing itself in Hawaii and California to distribute drugs, Attorney General William French Smith said today. ''Our concern is that a network will be established, if one has not already been established, which could provide yet another avenue for drugs to enter this country,'' Mr. Smith said at a news conference for foreign reporters.

BULGARIAN HELD IN '81 ATTEMPT TO KILL THE POPE

An employee of the Bulgarian national airline and tourist office was arrested here today and charged with complicity in the attempt on the life of Pope John Paul II last year. An official police spokesman told Ansa, the national news agency, that the suspect was believed to have more than just a remote connection with the case and was accused of being a very active accomplice of Mehmet Ali Agca, the Turk who shot the Pope on May 13, 1981. Attempts to get further detail from official sources were unsuccessful.

College Found at Fault In Discrimination Suit
