WASHINGTON, Aug. 17 -- Official Washington welcomed today the news that Prime Minister Winston Churchill of Britain and Premier Joseph Stalin of Russia had conferred in Moscow and reached new accords on war problems that grow graver every day as the Nazi armies push forward into the Caucasus, endangering Russia's southern supply line.
