Robert C. Maynard, a trailblazer for minority journalists who was the first black editor and owner of a major daily newspaper in the United States, died at his home in Oakland, Calif., on Tuesday. He was 56. He died of prostate cancer, a family spokesman said.

High among the reasons given by Palestinian deportees for accepting Israel's offer to let about half of them back into the occupied West Bank and Gaza next month was the deportees' lack not of food or shelter but of coverage by the news media, meaning television. The hundreds of men stranded in rough country between Israeli and Lebanese army checkpoints aroused initial sympathy from television news, but viewers have not seen much of them in recent months. A Palestinian spokesman attributed the diminished attention to a purposeful blackout by the United States, but it probably has more to do with the competition for the camera's interest in a time of upheaval around the globe and hard going at home, and possibly with a developing viewer resistance to powerful images on the screen.

Seth Kantor Is Dead; Reporter, 67, Fought To Protect Sources

Seth Kantor, a Washington correspondent whose steadfast refusal to disclose his sources led to court tests that defined the concept of "qualified privilege" for journalists under the First Amendment, died on Tuesday while undergoing tests in a Washington hospital. He was 67. The cause was cardiac arrest, the hospital said.

The Ford Motor Company said yesterday that it would invest $120 million to build an addition to its Dynamometer Laboratory near its world headquarters in Dearborn, Mich. The 156,000-square-foot addition will contain 30 test rooms to evaluate and refine engine and transmission performance and durability, the nation's No. 2 auto maker said. The rooms will have the capability to simulate all kinds of driving conditions. Extreme temperature conditions will be duplicated, eliminating the need to schedule some tests seasonally. The addition will also be used to assess vehicle fuel mileage and emissions levels.

BOWATER TO REDUCE OPERATIONS AT MAINE PLANT

Citing the need to cut costs in the midst of a paper industry slump, Bowater Inc. said it would close certain paper-making operations at its mill in Millinocket, Me., putting 200 people out of work. The company, based in Greenville, S.C., said it would take a $10 million pretax charge in the third quarter to cover the cost of the closings. The layoffs will take place over the next 12 months.

KEYSTONE FINANCIAL TO BUY WM BANCORP

Moving beyond its Pennsylvania base for the first time, Keystone Financial Inc. signed a letter of intent yesterday to buy WM Bancorp, Cumberland, Md., in a stock swap valued at about $69 million. After the acquisition of WM Bancorp's 21 offices, Keystone Financial will have a total of 115 offices in Pennsylvania, Maryland and West Virginia. Keystone's shares closed down 25 cents at $29.50 in Nasdaq trading yesterday.

WEATHERFORD AND TUBOSCOPE BREAK OFF MERGER TALKS

Weatherford International Inc. and the Tuboscope Vetco International Corporation said yesterday that they had ended merger talks, canceling an agreement reached last month to swap stock in a $370 million deal. The Houston-based oilfield service companies said they could not agree on a stock-exchange ratio and that they disagreed as to the value of the stock in the merger. Tuboscope shares closed down $1.125 at $8.875 in Nasdaq trading and Weatherford rose 12.5 cents, to $11, on the American Stock Exchange.

JONES APPAREL BUYING EVAN PICONE TRADEMARK

The Jones Apparel Group said yesterday that a subsidiary would buy the right to use and license the Evan Picone trademark from Crystal Brands Inc. for $20 million in cash and royalty payments. The company, which makes Jones New York upscale sports and business wear, said Crystal Brands would also transfer outstanding licensing agreements covering the trademark. Crystal Brands, a maker of men's and women's apparel based in Southport, Conn., said in November that it would sell assets to meet a $150 million debt payment due in 1995.

EQUITABLE WILL SELL PUBLIC STAKE IN BROKERAGE UNIT

The chairman of the Equitable Companies, Richard Jenrette, confirmed yesterday that the insurer planned to sell a public stake next year in its Donaldson, Lufkin & Jenrette securities unit. Mr. Jenrette said the sale would help Equitable because the unit's current value is not reflected on the company's books. Donaldson, Lufkin, which specializes in investment banking, mergers and acquisitions and junk bond transactions, has earned $250 million so far this year, as much as it did in all of 1992.
