Bronx officials are moving to create waterfront showcase on its side of Harlem River, between 138th and 149th Streets, in effort to transform a largely desolate, industrial strip in South Bronx into destination like Brooklyn Bridge Park; plan, which is still being developed, would include esplanade, park, restaurants, stores, theaters and residential towers.
