Nixon aide J D Ehrlichman says Govt's desire to show ability to maintain confidentiality in negotiations with other world powers is reason it sought to block publication of Pentagon papers; says 'probably the large majority' of the papers were 'needlessly' restricted at the time of their disclosure in the press; but, he adds, publication of papers raised questions in the minds of other govts as to whether the US security system is effective
