Attacks on Sato Grow in Document Case

Japanese Premier Sato comes under increased attack for his handling of case in which newsman T Nishiyama has been jailed for obtaining secret Govt documents on Okinawa's reversion to Japan; Sato had declared that there is no unlimited freedom for news media and that Nishiyama, Mainichi Shimbun reporter, violated code of newspaper ethics; became emotional as he replied to persistent questioning on issue in Parliament; Japanese press has been joined by legal assns, intellectuals, opposition politicians and even members of Sato's own Cabinet in accusing him of abridging press freedom; Min Fukuda's statement, in Parliament, that documents classified top secret should not be divulged raises storm of protest from opposition legislators who charge Govt would them stamp all unfavorable documents as top secret; Sato modifies his postion by end of wk by saying Govt is ready to accept any public criticism on its attitude toward secret documents
