FBI releases copies of memos on Dec 6 revealing FBI marshaled 3-yr nationwide counterintelligence program to expose, disrupt and otherwise neutralize what late FBI Dir J E Hoover called New Left movement; memos show Hoover directed all FBI offices on May 10 '68 to begin attack against groups and individuals 'who spout revolution and unlawfully challenge society to obtain their demands'; memos note Hoover terminated project and several other counterintelligence programs without explanation in directive to FBI on Apr 28 '71; show Hoover never defined or identified specific orgns or individuals subject to spying program; FBI releases copies of memos after Acting Atty Gen R H Bork decided not to appeal Fed ct order requiring memos to be given to NBC TV newsman C Stern, who had filed suit to obtain them under Freedom of Information Act; it was later discovered that copies turned over to Stern's atty R Plesser differed from those made available to other newsmen

NYC, NYS, Conn and NJ are phasing out intermediate and large cars from official fleets and purchasing compacts and subcompacts instead; Conn is preparing to institute gasoline rationing for official vehicles; NJ Treasurer W E Marfuggi, who operates state motor-pool, says he has directed all users to reduce consumption by 25%; Mayor Lindsay has curtailed use of his official car and has ordered city admrs and comrs to discontinue using large cars for duration of energy shortage; Boro Presidents R Abrams, R T Connor, P E Sutton and D R Manes have voluntarily relinquished their official cars; Lindsay order exempts officials with emergency communications equipment; statistics on city vehicle use and gasoline consumed; NYS, which contracted to purchase large cars before crisis, will phase in compacts on individual basis; Conn Gov Meskill has ordered purchases of 4-cylinder cars wherever possible
